Celebrating the Light of People through Rebuild Bay County Inc.
ON OCTOBER 10, 2018, HURRICANE MICHAEL, A CATEGORY 5 HURRICANE MEASURED AT 155 MPH WITH A 14-FOOT STORM SURGE, STRUCK THE GULF COAST CLAIMING 72 LIVES AND LEAVING $25 BILLION WORTH OF DAMAGE.
In response to that disaster, Rebuild Bay County Inc. was founded to provide critical resources for the Bay County community during the extensive recovery process that follows.
Composed of over 70 nonprofit and faith-based organizations, our mission began as an effort to provide coordinated case management for residents who do not have adequate resources to rebuild and restore their lives in the aftermath of Hurricane Michael. We were happy to serve both indivudals and support other non-profits as they aid residents in recovery.
Over time our mission has grown, to included providing support during COVID-19 crises and the 2022 Bay County Wild Fires near Panama City.
We can not predict what tomarrow will bring, but we can do our best to be prepared and support at the time of need.
Our mission: Create access to critical resources, education and advocacy to build resilient communities.
Our Vision: A community able to withstand disasters of any kind.

Who We Are
Executive Director
Donna Pilson – Executive Director
Colonel (Retired), United States Air Force
Donna Pilson is the Executive Director for Rebuild Bay County, Inc. She is a 25- year veteran of the United States Air Force where she retired in 2018 at the rank of Colonel. She is a career Program Manager and Engineer, experienced in managing technical acquisition programs. She moved to Panama City in 2010 and has volunteered with the Girls Scouts of the Florida Panhandle, the Panama City Marine Institute, J.U.D.O.S., the FSU-PC STEM Institute, and the Bay Education Foundation.
Donna holds a Bachelor of Science in Aerospace Engineering from Tuskegee University, a Masters in Aeronautical Sciences from Embry Riddle Aeronautical University, and a Masters in Military Sciences from the Marine Corps University. She is married to Coy Pilson and they have two children, Corey and Kiana.
