Frank E. Lumm received his Bachelor of Arts in Criminal Justice and Sociology from Grand View University in Iowa, and a Bachelor and Master of Science in Emergency Management from Grand Canyon University in Arizona, and a Masters of Arts in Military History from American Military University in West Virginia. Currently he is working toward his Doctor of Philosophy (PhD) in General Psychology with an Emphasis in Cognition and Instruction. Prior to becoming the Emergency Management Division Chief for Bay County, Frankie was the Emergency Management Planner for Osceola County, as well as the Disaster Program Manager for the Greater Orlando Chapter of the American Red Cross, and was a Government Operations Liaison for the Columbus, GA Chapter. He served 25 years in the U.S. Army active and reserve components as an Infantry and Military Police Office. During his various worldwide deployments to include 3 to Iraq and 1 to Afghanistan as the 18th Airborne Corps Theater Anti-Terrorism Force Protection Officer, he specialized in tactical command and control operations systems and emergency contingency planning. Finally Frankie has spent the last 28 years as both a paid and volunteer Firefighter and/EMT for all the various locations he was stationed while in the military. Frankie also enjoys being active in the world of academia. He is an adjunct instructor with Grand Canyon University in the Emergency Management Program.
